State measures threaten Mexico’s cultural infrastructure

Significant cultural entities are facing serious challenges under Mexico’s proposed 2004 budget, the International Network for Cultural Diversity (INCD) newsletter has reported. Several key cultural institutions are earmarked for privatisation, including such national institutions as the Cinema Training Centre (CCC), the Fund for Cinematography, the Mexican Institute of Cinema (IMCINE) and the National Fund for Crafts (FONART). For some, this threat of privatisation is tantamount to a threat of closure. Other concerning measures include new taxes on books and cuts to scientific and cultural research. The changes look set to occur despite vocal opposition from Mexican cultural communities. Many worry that the Mexican cultural sector is losing ground, with the state looking to increase foreign imports in the fields of scientific research and cultural production.
