30 Years Since the First Seminar for Cultural Administrators in Argentina

This historic seminar which was organized by the Subsecretariat of Culture, and administered by professor Marcelo Fernández, took place in the province of Corrientes in July 1977, and was taught by Edwin Harvey, Argentinean expert on cultural policy.
It was directed at professionals and people responsible for municipal cultural unities and public and private institutions that supported arts and culture.
This is a modest homage to Harvey Fernández who three decades ago helped intensely to accomplish this unique project of educating Argentinean specialists on cultural planning and administration. It is also worthwhile remembering that Fernández was the director, instructor, and international coordinator of the first Interamerican Course for Cultural Administrators, which was put together by the Organization of American States (OAS) and took place in Caracas on July 1975.
Dr. Fernández has also participated in the creation of national funds for arts and culture in Argentina, El Salvador, Paraguay, and Puerto Rico.
Fundación Autor, a Spanish publishing house, put out his books Política y financiación pública de la cinematografía (Public Policy and Support of Cinematography, 2005), Política y financiación pública de la música (Public Policy and Support of Music, 2007). Both deal with historical backgrounds, experiences and national institutions of the last 50 years in 25 countries: 20 Spanish or Portuguese speaking American countries, Spain, Portugal, France, United Kingdom and Canada. Of special interest for the public support of the arts is his book La financiación de la cultura y de las artes (Arts and Culture Funding, 2002), a comparative study of public and private funding of arts and culture in Latin American countries and in some cultural institutions of North America and Europe.
