Ticio believes his administration has been positive

The Minister Ticio Escobar is pleased with the results accomplished after one year as Head of the National Culture Secretary. “These were even more than what was expected”, he pointed out.

The main goal reached was to organize and consolidate the Culture Secretary, given that the separation from the Ministry of Education was traumatic.

“We are very happy and optimistic because we were able to achieve more goals than those that had been set up at the beginning”, Escobar stressed.

HERITAGE. The second goal was that of rescuing the historical heritage that lies at the National Archive and the National Library, which was in very poor condition and near total loss.

“The first thing I did was to travel to Brazil to ask the Heritage Conservation Institute to renew projects with our National Archive that had been put off because previous cultural authorities failed to comply with their obligations”, added Escobar.

They had to comply with some basic conditions that the Brazilian organization called for, like appropriate ventilation, disinfection, and security, and to hire experts in paper restoration.

MOVING. Another aspect to highlight from his administration was that the offices of the Culture Secretary were moved to a more comfortable and representative of the national culture precinct.

The Secretary has been functioning since March at the historic building on Mariscal Estigarribia and Estados Unidos streets, property of the S
Instituto de Previsión Social (IPS) and where the Instituto Superior de Lenguas used to function. 
 
One of the pending matters for Escobar’s administration is the creation of the National Culture Council,that will allow for the community to be represented in the Secretariat.

Projects submitted by artists to the Culture National Fund (Fondec) should be put up to date.

“THE GREATEST CHALLENGE IS TO MAINTAIN THE RANK”

Ticio Escobar must fight hard to maintain the rank of Secretariat. The risk of becoming a Vice-ministry again would mean a backward step for the organization.

“We face the challenge of keeping our rank of National Culture Secretariat. This is why it is of utmost importance for the cultural community to attend the public hearing that will take place next Tuesday, August 18, at 9:00 a.m. at the Bicameral Room of the National Congress.

Next Thursday, August 20, this matter will be dealt with in the Upper House.

“For us it is fundamental to maintain this rank because it allowed us to gain visibility internationally, especially among our peers, and to sign various cooperation agreements, mainly with Spain and Brazil”, concluded the Minister.
