WIPO Director General Receives Message from Qatar Minister of Culture, Arts & Heritage

The World Intellectual Property Organization (WIPO) welcomed the message of, HE Dr. Hamad Bin Abdulaziz Al-Kuwari, Minister of Culture, Arts and Heritage about the aspects of the proposed cooperation between the Ministry and the organization to protect the national heritage, the build capacities as well as the established local databases and assist in convening a workshop about the intellectual property. This will be within the scope of the Ministry interest and orientations towards outlining the legislations and the legal frameworks to preserve the Intangible Cultural Heritage which would form an example of international cooperation among the states of the region.

This was the subject matter of, HE the Minister of Culture message which Mr. Ibrahim Abdulraheem Al-Sayed, Cultural Heritage Consultant at the Ministry delivered to Mr. Francis Gurry, Director General of the organization during their meeting in the presence of Mr. Al-Muhannad Ali Al-Humaidi representative  of the permanent delegation of the State of Qatar to the United Nations Office at Geneva, Prof and Dr. Ahmed Morsi, expert at the WIPO and the non-resident consultant at the Heritage Department in the Ministry.

Mr. Ibrahim Al-Sayed, representative of the Ministry of Culture during the 25th session of the organization said that the discussion of the WIPO secretary's report about what has been done during the period between the 24th and the 25th meeting  and the document that included the outlines of the project with the goal to protect the intellectual property in the field of traditional cultural expressions (Folklore), revealed many disagreements between the representatives of the countries on each country's perception of the materials proposed for protection, in particular, on the policies, principles and goals.

He also pointed that the developing States tend to reach a binding international instrument to protect its heritage resources, popular knowledge and folklore, which would help reach consensus that achieves justice and forbids illegal property and misuse and guarantees balance between  the binding international instrument and the national laws of each country.
