Ms Low Ngai Yuen has been appointed to the role of Programme Director for the 8th World Summit on Arts and Culture, our major flagship international event that will explore the theme MOBILE MINDS: Culture, Knowledge and Change.
The Summit will take place in Kuala Lumpur, Malaysia from 11-14 March 2019 and promises to bring together leading policy makers, researchers, managers and practitioners from the arts and culture sector from around the world address questions of tradition, innovation, and digitalisation, and how governments can respond to the needs of society through cultural policies and public support for arts and culture.
On her appointment, Ms Low says:
"This is indeed a milestone for Malaysia, for Kakiseni and for myself. It is a great honour to be able to work on such a dynamic theme for the 8th World Summit on Arts and Culture. With Mobile Minds: Culture, Knowledge and Change, the vision is to facilitate collaborations from around the world, juxtaposing continuities of history and legacies with current issues of relevance such as technological disruptions amongst others. I cannot wait to work with experts to enliven the idea of mobility of minds."
The Summit will be co-hosted by Jabatan Kebudayaan dan Kesenian Negara (JKKN) and the International Federation of Arts Councils and Culture Agencies (IFACCA).
Tan Sri Norliza Rofli, Director-General, National Department for Culture and Arts, Ministry of Tourism and Culture, Malaysia, has said of the appointment:
“The theme of the Summit “Mobile Minds: Culture, Knowledge & Change” will land and share new insights on how culture and arts revolve, adapt and continue to thrive to make the world a better place to be in the wake of innovation, creativity, education, digitalisation and modernization impact on societal and cultural change. We envisage that Low Ngai Yuen can bring her role effectively to help realize these goals to the country and the world at large.”
And Magdalena Moreno Mujica Executive Director of IFACCA says:
“Low Ngai Yuen brings together a great combination of experience, innovation and passion for creative inquiry. She is dedicated to the idea of arts and culture as a force for promoting social change, and this resonates with the vision of IFACCA and the World Summit theme focussing on the intersection and confluence - both traditional and contemporary - between knowledge, culture, diverse practices, creative spaces and the digital world. We are delighted that she will be leading the programme for the next World Summit on arts and culture in Malaysia.”
The World Summit is a triennial event, and the 8th World Summit will build on the success of previous Summits held in Malta (2016), Chile (2014), Australia (2011), South Africa (2009), England (2006), Singapore (2003) and Canada (2000).

World Summit on Arts and Culture: The World Summit on Arts and Culture is intended to provide national arts councils, ministries of culture and other agencies with an opportunity to discuss key issues affecting public support for the arts and creativity.
JKKN: JKKN is the National Department for Culture and Arts responsible for implementing arts and culture activities in Malaysia. An agency of the Ministry of Tourism and Culture, JKKN is responsible for preserving and promoting arts and culture, supporting cultural infrastructure, and carrying out research.
IFACCA: The International Federation of Arts Councils and Culture Agencies (IFACCA) is the global network of national agencies for arts funding.
