When making music policy, governments have to look at the full breadth of music. This is what the Culture Council writes in the first of ten sector recommendations that it will publish in the coming months. The advice in brief: design an integral, including music policy that sees the entire field in context and that does not exclude genres or public groups - and pull them together as governments.
