Local Authority Arts Conference Report (2004)

This report provides information about the fourth Local Authority Arts Conference staged by the Scottish Arts Council in 2004.

A total of 52 delegates from 28 local authorities and other organisations joined Scottish Arts
Council staff and guest speakers at the Hilton Hotel, Dundee on 18 and 19 November for the
fourth Local Authority Arts Conference to be staged by the Scottish Arts Council.

The conference was chaired by Bryan Beattie, who welcomed delegates and outlined the main
theme of this year’s conference – Cultural Rights and the arts community’s response to the
Cultural Commission. He expressed his hope that the discussions at this year’s conference –
the first since the First Minister’s momentous St Andrew’s Day speech – would feed into the
Cultural Commission’s thinking. Cultural rights are the starting point for creative cultural policy,
and to define and establish these rights in Scotland is the challenge that faces everyone present
at the conference.

Cultural rights presentations include two from Annamari Laaksonen, Researcher and Project Co-ordinator, Interarts Foundation: Cultural Rights in the Global Context and Cultural Rights in the Local Context. Also presented at the conference was Cultural Entitlements and the Role of the National Theatre of Scotland by Vicky Featherstone, Director, National Theatre of Scotland
