Romania Announces New National Fund for Culture
IFACCA/Artshub,
10 May 2005, Romania
Romania's Ministry of Cultural and Religious Affairs has announced the formation of a new national fund for culture.
The new self-governing fund will be established as a separate entity from the Ministry, to facilitate the distribution of funds for cultural projects across the region.
The Romanian Ministry is currently inviting comments and feedback on the planned fund model to enable it to move forward expediently with maximum approval of stakeholders.
Some of the key proposals for the fund include:
Segregation of the funding role from the other general authority roles like politics, regulation, monitoring, etc;
Reduction to complete elimination of the political or discretional influence over the selection process;
Genuine “arm's length financing body” , similar to other European models like: NEA, Arts Council or the Cultural Fund in Hungary , Estonia , Bulgaria, etc.
