Call for expression of interest for Consultant, Situation Analysis of the Cultural Industries in the Pacific

1.  Background
Expressions of interest are invited for the provision of consultancy services to undertake a detailed study to assist SPC to present an analysis of the state of the cultural industries in the Pacific in order to assist governments and all other stakeholders, gain a sound understanding of the place and role of the cultural industries in Pacific economies and societies. 

2.  Scope of Work
The study will consist of both a desk review and in-country interviews and consultations.

The scope of work should include (but not necessarily be restricted to) the following:
1. A desk review and analysis of existing studies, data and literature on the cultural industries,  including TK in the Pacific.
2. A brief overview and analysis of other models of the promotion and development of the cultural  industries especially in the Caribbean, the Indian Ocean and Africa
3. An overview of the state of the cultural industries in the PICTs
4. A focused and detailed analysis of the cultural industries in three PICTs including turnover,  supply and demand
5. A listing and discussion of the principal actors and stakeholders (international, regional and  national) involved (including potentially) in the cultural industries in the PICTs
6. In relation to No. 5, some presentation of data, analysis and discussion of the gender  dimensions of participation in the cultural industries
7. A discussion and analysis of selected best practices and notable initiatives in the cultural  industries
8. An analysis of the principal strengths and weaknesses of the cultural industries, including areas  such as access to finance and public and private sector investment, in the cultural industries
9. Recommendations on how to best structure and organize the cultural industries so that  governments, regional and international partners, cultural producers and entrepreneurs, civil  society work together to development and promote the cultural industries.
