About the role
Under the direct supervision of the Corporate Secretary and Director, Council Secretariat and Strategic Initiatives, the incumbent is responsible for providing professional leadership and management direction for the development and delivery of a strategic research agenda that optimizes the Canada Council’s intellectual capital, addresses knowledge gaps in the arts sector and supports the achievement of the Canada Council’s objectives and strategic plan; leveraging the Canada Council’s research capacity through internal, external and joint research and research partnerships; developing and implementing approaches to evaluating programs, partnerships and services and reporting on the Canada Council’s impact that is linked to the Canada Council’s planning, budgeting, policy analysis and program development activities; overseeing the Canada Council’s research, analysis and reporting on trends and developments across the arts and culture sector; overseeing research, analysis and reporting on Canada Council granting activity internally and externally; and mobilizing and enhancing the access to the knowledge gained through research and evaluation activities for a variety of internal and external audiences through a multi-channel approach.
The Head, Research and Evaluation, provides leadership and direction for the development, implementation, evaluation and enhancement of the Canada Council’s research and program evaluation; develops research and evaluation frameworks; leads and directs the Canada Council's research strategy and annual and multi-year research plans; leads and directs the development and execution of strategies and approaches in collaborative research projects; negotiates data and information acquisition/sharing agreements; builds research networks to optimize the Canada Council’s investment in research; directs the development of research and analytical approaches; leads and directs a comprehensive suite of program evaluation policies, plans, projects and reports; establishes priorities, plans and manages the resources of the Section in a cost-effective manner.
The duties of this position require the direct supervision of six (6) employees. The incumbent may be required to travels up to 10 days per year and work irregular hours.
Requirements of the position
• A graduate degree in one of the social sciences or related field of training or an equivalent combination of training and experience in research methodology, statistical and quantitative analysis, principles and methods, and electronic data processing methods
• Ten (10) years of experience directly related to the principal responsibilities of the position either in a research or policy department, or in an arts or social sciences organization
• Three (3) years of management experience including leading and supervising employees, financial and budget management
• Experience in statistical and qualitative research in the arts or social sciences
• Understanding of the mandate and business of the Canada Council
• Knowledge of research methodology, statistical and quantitative analysis and qualitative research methods
• Knowledge of organizations in the arts industry both nationally and internationally
• Ability to communicate authoritatively and credibly about research results and data
• Ability to apply analytical techniques to statistical and qualitative data and to write research reports
• Ability to analyze and comprehend complex research proposals
• Ability to deal concurrently with a multiplicity of competing demands, tasks, and deadlines
• Ability to develop concepts and adapt research techniques and procedures and apply analytical techniques to statistical and qualitative data
• Strong report building skills using business intelligence tools
• Excellent judgment, analytical, research and interpersonal skills
• Demonstrated administrative, problem-solving and decision-making abilities
• This position requires the use of both official languages. The requirements in the second official language are: an advanced level in oral and reading comprehension and an intermediate level in writing.
