The emergence of the Ukrainian Cultural Foundation in 2017 ( first on paper, at the level of the law , and then in reality) changed the system of state funding of cultural projects and became an important step in reforming the state management of culture. This is part of the strategy, according to which the relevant institutions are now engaged in grants and projects, and the Ministry of Culture is left to develop cultural policies.
