The UNESCO World Conference on Cultural Policies and Sustainable Development - MONDIACULT 2022 concluded in Mexico City on 30 September with an ambitious Declaration for Culture that explicitly acknowledged culture as a global public good, with an intrinsic value to enable and drive sustainable development. The Declaration calls for the UN Secretary General to firmly anchor culture as a global public good, and to integrate it as a specific goal, in its own right, in the development agenda beyond 2030. The Declaration also reflects countries’ agreement on a common roadmap to strengthen public policies in the field of culture.
Convened by UNESCO and hosted by the Government of Mexico, MONDIACULT 2022 was the largest world conference devoted to culture in the last 40 years. The meeting brought together 2600 participants, among them 150 delegations from UNESCO Member States with 135 of them represented at the highest level by ministers of culture. Also attending the three-day conference were 83 civil society organisations, 32 intergovernmental organisations, and nine UN agencies. IFACCA had a significant representation at MONDIACULT 2022 through the 48 representatives of National Member Institutions and four Secretariat staff.
In the context of MONDIACULT 2022, IFACCA also celebrated in Mexico City its 8th General Assembly and appointed two new members to the Board: Kristin Danielsen, Executive Director of Arts Council Norway and Mariana Wainstein, National Director of Culture, Ministry of Education and Culture, Uruguay. In addition, the new Board appointed the following to the Executive Committee: Simon Brault (Canada) as Chair, Kristin Danielsen (Norway) as Deputy Chair and Simon Mellor (England) as Treasurer. Furthermore, regional chapters were held, culminating in an In-focus Forum on the topic of the working conditions for the cultural sector that included concrete examples from Austria, El Salvador, Ireland, Singapore, Spain, United States of America, and Zimbabwe.
The discussions both at MONDIACULT 2022 and IFACCA events, as well as the Declaration for Culture also call for action from Member States to protect and promote artistic freedom and freedom of expression, as well to strengthen the economic and social rights of artists, cultural professionals and practitioners - both topics which will be in the spotlight at the 9th World Summit on Arts and Culture in Stockholm in 2023. Hence, from now on, our focus moves to our next World Summit.
We are delighted to share with you some of our diverse participants who will bring their own experience and ideas to the Summit theme of artistic freedom. Pioneering artist, photojournalist, educator and social activist Shahidul Alam (Bangladesh) will open the Summit. Also with us will be academic and activist Svetlana Mintcheva (USA), who is at the forefront of emerging trends in censorship; human rights defender and journalist Ole Reitov (Denmark); Helge Lunde (Norway), Executive Director, ICORN, the International Cities of Refuge Network, which brings together 75 member cities and regions in Europe and beyond; Alison Tickell (UK), Founder and CEO of Julie’s Bicycle, which is acknowledged as a leading organisation bridging sustainability and the arts; Kathy Rowland (Malaysia/Singapore), co-founder of ArtsEquator.com; and visionary cultural leader and strong advocate for the empowerment of women and girls through music and education, Dr Ahmad Naser Sarmast (Afghanistan).
The voice of artists will also be strongly featured at the Summit. Confirmed speakers include LASTESIS Collective (Chile), the feminist collective from Valparaíso that inspired social movements; composer Alfons Karabuda (Sweden), the President of the International Music Council; and the inaugural recipient of the Guggenheim Social Practice Initiative, Marc Bamuthi Joseph (USA), whose performances range from opera to film.
Joining us from the IFACCA family will be IFACCA Chair, Simon Brault, CEO, Canada Council for the Arts; Jozef Kovalčik, Director, Slovak Arts Council; and Nicholas Moyo, Executive Director, National Arts Council of Zimbabwe, amongst many more to be announced.

La Conferencia UNESCO sobre Políticas Culturales y Desarrollo Sostenible – MONDIACULT 2022, concluyó en la Ciudad de México con una ambiciosa Declaración por la Cultura que reconoce explícitamente que la cultura es un bien público mundial con un valor intrínseco para facilitar e impulsar el desarrollo sostenible. La Declaración insta a que el Secretario General de las Naciones Unidas asiente firmemente la cultura como un bien público mundial y la integre como objetivo específico en sí mismo en la agenda para el desarrollo más allá de 2030. La Declaración también refleja el acuerdo de los Estados para una hoja de ruta común para reforzar las políticas públicas en el ámbito de la cultura.
Convocada por las Naciones Unidas y organizada por el Gobierno de México, MONDIACULT 2022 ha sido la mayor Conferencia dedicada a la cultura en los últimos 40 años. El encuentro reunió a 2600 participantes, entre los que se contaron 150 delegaciones de Estados miembros de la UNESCO, 135 de ellos representados al más alto nivel por sus ministros de Cultura. También participaron en los tres días de la Conferencia 83 organizaciones de la sociedad civil, 32 organizaciones intergubernamentales y nueve agencias de la ONU. IFACCA estuvo representada en MONDIACULT con 48 representantes de sus instituciones nacionales miembros y cuatro integrantes del personal del Secretariado.
En el marco de MONDIACULT 2022, IFACCA celebró en la Ciudad de México su 8ª Asamblea General y nombró a dos nuevos miembros de la Junta: Kristin Danielsen, directora ejecutiva del Consejo de las Artes de Noruega, y Mariana Wainstein, directora nacional de Cultura, del Ministerio de Educación y Cultura de Uruguay. Además, la nueva Junta nombró los siguientes miembros del Comité Ejecutivo: Simon Brault (Canadá) como presidente, Kristin Danielsen (Noruega) como vicepresidenta, y Simon Mellor (Inglaterra) como tesorero. También se celebraron las reuniones de los Capítulos Regionales que culminaron en un foro En Foco sobre el tema de las condiciones laborales en el sector cultural que contó con ejemplos concretos de Austria, El Salvador, Irlanda, Singapur, España, los Estados Unidos de América y Zimbabue.
