People-centred cultural governance calls for meaningful engagement by governments with the communities they serve through nurturing safe spaces for civic participation. This was recently in evidence at the Commonwealth People’s Forum, which was held alongside the 26th Commonwealth Heads of Government Meeting (CHOGM) in Rwanda and focused on ‘Delivering a Common Future’. Further, also alongside CHOGM, the 7th Commonwealth Intergenerational Dialogue saw a historic intergenerational dialogue between Commonwealth Youth Council members and heads of government and ministers on youth-led sustainable development. In Singapore, at the launch of Sembang Ilmu Plus (+), a platform for young Singaporeans to discuss issues relating to the arts, culture and heritage, Minister for Culture, Community and Youth Edwin Tong underlined the importance of opportunities for engagement between governments and civil society for forging a shared identity.
Creating diverse dialogue mechanisms for regular participation by civil society in policymaking and monitoring is strongly emphasised in the recent UNESCO 2022 Global Report – Re I Shaping Policies for Creativity. In the last decade, there has also been a widespread call for actively engaging civil society in international cultural relations, an area long dominated by State actors. Most recently, the Brainstorming Report on International Cultural Relations, emerging from the European Commission’s Voices of Culture dialogue, echoes this sentiment, calling for support for civil society organisations and bottom-up involvement in transnational connectivity and collaborations.
Active participation of diverse State and non-State actors was also at the heart of the 2022 Global Salzburg Seminar titled Currents of Change: Redefining Cultural Diplomacy for the Future We Need, held in July 2022. In his reflections on the event, which included the participation of IFACCA Executive Director Magdalena Moreno Mujica in the opening panel, rapporteur and Diplomatic Courier journalist Adam Ratzlaff called for acknowledgement that, while their respective worldviews may differ, both the cultural and creative sectors and diplomats can be powerful activists for transforming cultural diplomacy in ways that promote a more just and peaceful world.
Civil society participation will be an important part of the upcoming UNESCO World Conference on Cultural Policies and Sustainable Development – MONDIACULT 2022, which will take place from 28-30 September 2022 in Mexico. To amplify the voices of civil society from around the world, the Ministry of Culture, Government of Mexico –co-host of MONDIACULT 2022 – and partners IFACCA, Tijuana Cultural Center (CECUT), the North American Cultural Diplomacy Initiative (NACDI), the Universidad Panamericana (Mexico) and the Universidad Iberoamericana (Mexico) are organising Share Your Voice for MONDIACULT: Virtual Global Open Mic to consult cultural workers, youth and the public at large on issues of urgent concern for them regarding the future sustainability of arts, culture and heritage. We invite you to add your voice to these crucial conversations on cultural policy by responding to our open call.

La gobernanza cultural centrada en las personas hace un llamado para un compromiso profundo de los gobiernos con las comunidades a las que sirven, a través de la promoción de espacios seguros y de confianza para la participación cívica. Esto se puso de manifiesto recientemente en el Commonwealth People’s Forum (Foro de los Pueblos de la Commonwealth), celebrado junto con la 26ª Commonwealth Heads of Government Meeting (Reunión de Jefes(as) de Gobierno de la Commonwealth (CHOGM) en Ruanda, cuyo foco fue "Crear un futuro común". Además, de la CHOGM, se realizó el 7º Diálogo Intergeneracional de la Commonwealth, en el que se observó un diálogo intergeneracional histórico entre los(as) miembros del Consejo de la Juventud de la Commonwealth y los(as) jefes(as) de gobierno y ministros(as), acerca del desarrollo sostenible liderado por jóvenes. En Singapur, en el marco del lanzamiento de Sembang Ilmu Plus (+), una plataforma para que los(as) jóvenes singapurenses discutan temas relacionados con las artes, la cultura y el patrimonio; el ministro de Cultura, Comunidad y Juventud, Edwin Tong, destacó la importancia de oportunidades de intercambio entre gobiernos y sociedad civil para forjar una identidad compartida.
La creación de diversos mecanismos de diálogo para una participación frecuente de la sociedad civil en la formulación y el monitoreo de políticas, ha sido fuertemente enfatizado en el reciente Informe Global 2022 de la UNESCO - Re/pensar las políticas para la creatividad. En la última década, también ha habido un llamado generalizado para involucrar activamente a la sociedad civil en las relaciones culturales internacionales, un área dominada durante mucho tiempo por actores estatales. Recientemente, el Informe de Lluvia de ideas sobre Relaciones Culturales Internacionales, Brainstorming Report on International Cultural Relations, surgido del diálogo Voces de la cultura de la Comisión Europea, se hace eco de este sentimiento y pide apoyo para las organizaciones de la sociedad civil y una participación de abajo hacia arriba en la conectividad y las colaboraciones transnacionales.
La participación activa de diversos actores estatales y no estatales también estuvo en el centro del Seminario Global de Salzburgo 2022, titulado Corrientes de cambio: Redefiniendo la Diplomacia Cultural para el Futuro que Necesitamos, celebrado en julio de 2022. En sus reflexiones sobre el evento, que contó la participación de la Directora Ejecutiva de IFACCA, Magdalena Moreno Mujica, en el panel de apertura, el relator y periodista del Diplomatic Courier, Adam Ratzlaff, reconoció que, si bien sus respectivas visiones del mundo pueden diferir, tanto los sectores cultural y creativo como los(as) diplomáticos(as), pueden ser activistas poderosos para transformar la diplomacia cultural de manera que promueva un mundo más justo y pacífico.
La participación de la sociedad civil será parte importante de la próxima Conferencia Mundial de la UNESCO sobre Políticas Culturales y Desarrollo Sostenible – MONDIACULT 2022, a realizarse del 28 al 30 de septiembre de 2022 en México. Para amplificar las voces de la sociedad civil de todo el mundo, la Secretaría de Cultura del Gobierno de México, coanfitriona de MONDIACULT 2022, y sus socios IFACCA, el Centro Cultural Tijuana (CECUT), la Iniciativa de Diplomacia Cultural de América del Norte (NACDI), la Universidad Panamericana (México) y la Universidad Iberoamericana (México) están organizando Comparte Tu Voz para MONDIACULT: Micrófono abierto global virtual para consultar a los(as) trabajadores(as) de la cultura, jóvenes y el público en general, sobre temas de urgente preocupación para ellos(as) con respecto a la sostenibilidad futura de las artes, la cultura y patrimonio.
