Report on issues concerning IFACCA’s European members now available

A summary report for the 11th meeting of IFACCA’s European Chapter, held on the 15-17 September 2014 in Lithuania, is now available.  

Hosted by the Lithuanian Culture Council, in cooperation with the Ministry of Culture of the Republic of Lithuania, the meeting brought together IFACCA member delegates from Albania, Bulgaria, England, Ireland, Malta, Norway, Scotland, Spain, Sweden and Switzerland as well as intergovernmental agencies concerned with arts and culture in Europe.

The meeting included a presentation on recent developments in Lithuanian cultural policy and the newly formed Lithuanian Council for Culture which aims to reform and democratise the governance of culture, encourage sector mobilisation and implement arm´s length principles. The Minister of Culture of Lithuania, Mr Šarūnas Birutis, also participated in the meeting.     

The meeting also reflected the evolution of Creative Scotland, 10 years since its creation, and its recent consultation process that has led to a new 10 year plan entitled ‘A Shared Vision’. 

The Head of Policy, Directorate-General for Education and Culture (DG EAC) for the European Commission, Karel Bartak, led a discussion on opportunities within the new Creative Europe programme, and Anupama Sekhar, the Acting/Deputy Director of the Asia-Europe Foundation (ASEF), spoke about the challenges in mobility funding for culture. 

The summary identifies the key issues and challenges of European arts agencies, discussions on collective advocacy by IFACCA and its members;  IFACCA’s strategic plan, membership development and regional events;  IFACCA’s draft report on ‘Government’s role in encouraging support for the arts from the private sector’; Cultural and Creative Industries and funding systems for CCIs based on culture and economy; and mobility funding leading to some calls for an international mobility fund.

IFACCA has regional chapters in Africa, Asia, the Americas, and Pacific and in Europe and holds regular regional meetings, with the aim of building networks amongst national and affiliate members, art councils, ministries of culture and key cultural agencies. 

The next European Chapter meeting will be hosted by Arts Council Norway in Oslo in 2015.
