The 26th Meeting of the IFACCA Europe Chapter convened in Luxembourg from 23-26 September 2026, hosted by Kultur | lx – Arts Council Luxembourg. Bringing together National and Affiliate Members from across the region to discuss the Pressure Points: how to fulfil their mandates in current times.
Set against Luxembourg’s commitment to culture as a cornerstone of democratic participation and social cohesion, the meeting reinforced the value of the Europe Chapter as a trusted space for peer exchange. Despite diverse national contexts, members identified many shared challenges and reaffirmed the importance of collaboration, dialogue and mutual support in navigating a rapidly changing cultural landscape.
In an increasingly complex operating environment, members reflected on the tensions between delivering their mandates and responding to evolving expectations from governments, cultural and creative sectors, civil society and the public. Conversations explored preparedness concerns in the region, the role of public agencies as intermediaries, safeguarding artistic freedom and public accountability, as well as the implications of digital technologies and AI for the diversity of cultural expressions.
