Culture is a fundamental building stone of Europe, but it remains a peripheral phenomenon of EU policy. Currently, cultural policy in the EU is far removed from the powers that influence Europe's destiny. This damages the process of unification and weakens Europe's position in the world. "Is the EU hostile to Europe?" – this was the title of the Conference project in its incipient stages.
The Berlin Conference for European Cultural Policy is designed to explore new or improved ways to deploy culture in EU policy, faciliating a new self-understanding, new visions and a new conception of policy based on culture.
The Conference will explore the following six major themes, identified as deficits in the process of unification to date.
- Why Europe, what does Europe mean?
- Cultural policy to establish and strengthen community among Europeans
- Cultural policy in the interest of community in Europe beyond its new borders
- Cultural policy as a means for uncovering and cultivating of the substance of European cultures
- Cultural policy as bridge building between cultural and religious worlds
- Cultural policy as a constitutive element of European foreign policy
