Even if culture today remains more than ever a privileged area of work on meanings and for critical analysis, it has
been subject to a massive globalized market. In that general context, European law has acquired an increasing pre-eminence on culture. However, the standpoint of the European Union regarding cultural policies remains ambivalent as some elements of the European law weaken the national cultural policies by favoring cultural markets deregulations while others aim to recognize the specifi city of national laws on cultural policies and the development of an original European law on culture.
The International Symposium aims at clarifying the interactions between European law and cultural policies on the basis of three questions. The fi rst deals with the scope of the “cultural competences” of the European Union and their connection with the building of a European cultural identity or with the promotion and protection of national cultural policies. The second regards the processes by which European law in general takes into account cultural considerations, whether in the positive integration or in the negativeone. The third one consists in a legal evaluation of the effects of European law on the question of culture. The last part aims at assessing, from a politologist point of view, those effects, notably towards national cultural policies.
