This report maps and analyses obstacles to broadening participation and reducing unequal recruitment in cultural life and proposes measures. The report is based on both previous knowledge and new studies and shows that further measures are needed if the cultural policy goal of everyone's opportunity to participate in cultural life is to be realised.
