The report presents a vision for cultural policy, divided into four objectives. These objectives are based on an assessment of the most likely developments that will have the greatest impact on the future of cultural policy. To achieve these objectives, the necessary common guidelines and measures have been outlined, based on a comprehensive situation analysis derived from extensive research and statistical data, expert opinions, public discussions, and hearings.
