MinC: 2008 Highlights and Perspectives for 2009

Wide mobilization due to the transformation of the Rouanet Law and the Copyright Law, “More Culture” actions, discussions on the National Culture Plan and the creation of the Audiovisual Fund, among others.

The outlook of culture as a State policy took the Ministry of Culture to deepen republican actions and concepts in 2008. The MinC took a few steps on the reformulation of Rouanet Law that will be debated in 2009 through public consultation before the Law Project starts its process of approval at the National Congress. The modernization of the support and financing of culture legislation has been legitimised in the Cultural Dialogues, direct meetings with society and representatives of the area’s various sectors.

The National Culture Plan, which sets the State’s policies for the next ten years, was widely debated and received contributions for the Law Project that is being processed by the Legislative. On the same token, the Copyright Law has been discussed in national and international seminars so that its alterations take into account digital culture and the Web, among other segments.

Rouanet Law and Cultural Dialogues

As social and market agents acknowledge, the modernization of Rouanet’s Law is obviously complex – it is not only needed the careful rearrangement of its structure, but its social legitimation. In the end, it became the pillar of culture’s financing, development and professionalization in the country.

Thus, the Ministry of Culture took two complementary measures. One was to carry out in various cities ‘Cultural Dialogues’, direct meetings with society and cultural producers, groups and institutions.

As a second measure the MinC opened up a space in its Web site, the Rouanet Law Reform blog, which has published analysis, articles and various texts in order to present a structured and complete critique of its insufficiencies and out of date aspects.

Copyright

The limitations to copyright will continue to be debated at the National Copyright Forum, promoted with the objective of supporting the formulation of the Ministry’s copyright policy, as well as the possible revision of the existing legislation on the subject and the State’s role on this realm.

The Forum that started in December 2007 will continue in 2009. Various agents involved with copyright will take part: collective administration, academics, artists, authors, users and consumers of protected works.
