Arts Development Officer - Maternity Cover (initial 8 Months)

Assist in the implementation and co-ordination of ACW regional and national arts development, decision making and strategies.

Provide professional and expert advice, guidance and explanation of matters concerning ACW.

Manage a portfolio of ACW Revenue Funded organisations and funded projects in support of ACW strategies and policies, and advise on the refinement or replacement of schemes and programmes to meet regional and national needs.

MAIN DUTIES
Manage the relationship between ACW and a number of RFO clients, to ensure the delivery of cost effective outcomes, in line with ACW's priorities. This will involve the annual review of each RFO and the monitoring of the funding agreement.

Work with the Client Liaison Team and other ACW colleagues to ensure RFO's are sustainable and able to deliver ACW's priorities in a cost effective manner.

Work with local authority Arts Development Officers and other stakeholders and potential applicants to deliver suitable projects for funding in line with ACW's priorities.

As delegated by the Regional Director, carry out assessments, quality monitoring and evaluation of grant applications to ACW's grant programmes for organisations and individuals. Ensure that awards represent good value for money and contribute to the achievement of ACW's priorities.

Work with the Arts Funding Team to improve efficiency and effectiveness of all arts funding programmes.
Participate in regional team and decision-making meetings for the purposes of co-ordinating ACW activity within the region and identifying strategic issues.

In liaison with the Regional Director and relevant ACW officers, lead on specific projects as delegated by SMT. This could be through full/part time secondment to another team or could be specific to the region or specialisation of the individual.

Work with the Director of Arts and Senior Officers in the development of strategy in their area of artform expertise. Participate in a cross-Wales team on an area of specialist expertise.

Provide advice and information to individuals and organisations in the region, regarding ACW grant schemes and services, other sources of support and development plans.

Prepare reports, as required, for the team, for the Regional Committee and working groups.
In liaison with the Regional Director and Head of Communications, participate in ACW organised events, fairs etc.

Ensure customer service is of a high quality within own areas of responsibility.

Take responsibility for own and others' health and safety and report potential hazards to the line manager.
Ensure appropriate steps are taken to identify and mange risks within area of responsibility.

Take responsibility for self development and own development action plans.

Maintain a flexible approach to the role and responsibilities of the post. Undertake any other duties or projects which may be delegated by the Regional Director and/or the Director of Operations.

Job Specification
Relevant degree and/or extensive experience.
Wide ranging knowledge of arts activity and provision in Wales, in particular in the region.
Knowledge of the arts funding mechanisms operated by ACW and other funding organisations.
A working knowledge of the structure of public administration in Wales in general and of the system for the administration of the arts in particular.
Experience in specific artforms would be advantageous.
Experience of administration.
Knowledge of budgeting, management accounts and financial management.
Experience of participating in policy formulation and strategic development.
Knowledge of equal opportunities issues, particularly in relation to access to the arts.
Good knowledge of GIFTS.

Fluency in Welsh (both written and spoken) is highly desirable but not essential for this post.

Terms and Conditions
1. Salary Scale
Salary scale for the post is Grade D
Incremental Payscale: £20,752, £22,842, £24,932, £27,002, £29,112
The Arts Council of Wales operates an incremental pay system.

2. Hours of work
37 hours per week.

3. Holidays
25 days plus 10.5 days public holidays, rising to 30 days after five years' service.

4. Pension
Council staff are eligible to join a staff pension scheme; this offers a package of benefits and is non-contributory except for a 3.5% contribution to secure a widow/widower's pension.

5. Probation
The post is offered subject to a satisfactory probationary review at six months.

6. Termination
Four weeks during probationary period; thirteen weeks thereafter.

7. Office Location
The post is based in Cardiff.
