Grants Administrator Maternity Cover (initial 8 Months)

As necessary, send out relevant information including application forms and completion reports to grant applicants.

Where appropriate answer telephones enquiries from claimants and liase with the Client Liaison Team on issues of grant processing.

Process all grant applications in accordance with set procedures, entering data onto GIFTS (ACW's grant management system) consulting with relevant lead officers as necessary.

In liaison with lead officers take responsibility for the processing and evaluation of a number of grants including:

a) schedule grant payments and ensure these are kept up to date
b) assist in the analysis of financial returns from clients in relation to the
claiming of payments
c) prepare grant claims for payment
d) review project reports and initiate the claw back procedure as
necessary,
e) report areas of financial concern to the Executive Officer
f) follow up any outstanding requirements
g) liase with lead officers on the closure and withdrawal of funding as
appropriate
h) where appropriate accompany members of the client evaluation
team on visits to clients

Provide ad hoc analysis of financial and other aspects of grant applications.

Compile information and run detailed reports with respect to grant applications, as required.

Assist the Executive Officer by implementing set checking procedures to ensure that detailed and accurate information is held at all times on GIFTS.

Project manage specific initiatives relevant to the Arts Funding Team.

Assist the Executive Officer with the maintenance of filing systems.

Ensure appropriate steps are taken to identify and manage risks within area of responsibility.

Ensures customer service is of a high quality within own area of responsibility

Provide cover for Reception as required.

Take responsibility for self development and own development action plans.

Maintain a flexible approach to the role and responsibilities of the post. Undertake any other duties or projects which may be delegated by the Head of Arts Funding and/or the Executive Officer.

PERSON SPECIFICATION
Knowledge and Experience

1. Relevant administrative and financial experience.

2. Detailed knowledge of databases, in particular GIFTS. Appropriate training will be provided to enable the successful applicant to operate the Council's software.

3. Working knowledge of reporting from databases (GIFTS) and manipulating data.

4. Good working knowledge of grant schemes.

5. General understanding of monitoring and evaluation procedures.

6. Knowledge of equal opportunities, child protection and constitutions.

Fluency in Welsh (both written and spoken) is essential for this post.

Terms and Conditions
1. Salary Scale
Salary scale for the post is Grade C
Incremental Payscale: £16,854, £18,704, £20,552, £22,400
The Arts Council of Wales operates an incremental pay system.

2. Hours of work
37 hours per week.

3. Holidays
22 days plus 10.5 days public holidays, rising to 30 days after five years' service.

4. Pension
Council staff are eligible to join a staff pension scheme; this offers a package of benefits and is non-contributory except for a 3.5% contribution to secure a widow/widower's pension.

5. Probation
The post is offered subject to a satisfactory probationary review at four months.

6. Termination
Four weeks during probationary period; eight weeks thereafter.

7. Office Location
The post is based in Cardiff.
