This report focuses the formulation of the concept of children’s culture, Finnish cultural policies related to it, and the objectives of government support for children’s culture1. The origin of the policies, as well as the formulation of the concept , have been studied from different points of view based on documents, reports, assessments, committee reports and cultural policy programmes from the 1960s onward. The study also examines cultural policy decisions concerning children’s culture and art education, as well as the opportunities of children to influence the content of children’s culture as a whole.
