The Basics of ‘Fanny Mikey’s Law’

María Eugenia Penagos, Director of the Colombian Artists’ Circle (CICA), has been fighting for over 20 years to create a new copyright law. Only now has she seen the light at the end of the tunnel.

Even though it was not the première of a new soap opera, nor an appointment to sign autographs, nor an audition, last Tuesday, over 200 actors (old, young, experienced and beginners) were present at the Congress of the Republic, to back up the bill which will reform Law 23 of 1982, on copyright, to include film and television actors and actresses.

“We are simply demanding that right, which will be not be paid by the TV channels or TV producers, but by the users (…). This is how it works in many countries around the world”, explained the actor Carlos Muñoz. He also added that this payment would be the result of “a negotiated agreement on very low percentages”.

Maria Eugenia Penagos explained to El Tiempo the details of this Law, which has created unrest within the artistic milieu.
