As part of the Arts Funding Team, and in support of the Senior Business Support Officer:

Provide analysis, interpretation and explanation of Business Plans and all financial information of ACW Revenue Funded Organisations (RFOs) and project recipients.
Provide internal guidance and technical advice to ACW Senior Management.
Provide client support through the provision of financial management and other business advice.

MAIN DUTIES

1. In liaison with the Senior Business Support Officer, reviews and assesses Business Plans, audited accounts, cashflows, budgets and other financial information of revenue funded organisations (RFO's) and project recipients. Maintain records/database of key financial information on all funded organisations, to support lead officers and Senior Management Team in decision making.

2. Liaise with, and support clients, Directors and lead officers. Take appropriate action by assisting clients to put in place resolutions. Where appropriate, visits clients and where necessary attends Board Meetings and other relevant meetings.

3. Assists in the financial analysis of risk management strategies and procedures of all RFOs and in liaison with lead officers, evaluate the organisation as a whole, to include artistic as well as business risks.

4. Identify clients at risk and inform the Senior Management Team of key risks and options to address risks.

5. Supports the Senior Business Support Officer in the training of Directors and officers related to financial management, financial accounting, and the interpretation of financial reports.
6. Analyse the organisational structures of RFOs, advise and report to Senior Management, provide guidance to clients and lead officers on matters of Governance and Board Development.

7. Supports the Senior Business Support Officer in the preparation of reports for Senior Management and Officers.

8. Works with the Senior Business Support Officer to ensure compliance with monitoring and evaluation procedures.

9. As appropriate, take part in the Annual Review Meetings of RFOs.

10. Establish and maintain an efficient filing system for organisations during the monitoring and evaluation stage.

11. Provides technical advice and support to the Arts Funding Team.

12. Deputises for the Senior Business Support Officer as necessary.

13. Ensures customer service is of a high quality within own areas of responsibility.

14. Takes responsibility for own and others health and safety and reports potential hazards to the line manager.

15. Ensure appropriate steps are taken to identify and manage risks within area of responsibility.

16. Take responsibility for self development and own development action plans.

17. Maintain a flexible approach to the role and responsibilities of the post. Undertakes any other duties or projects which may be delegated by the Senior Business Support Officer or the Head of Arts Funding.


Person Specification

Knowledge and Experience

1. Part qualified or working towards a financial qualification.
2. Experience of the preparation of financial accounts and the interpretation and analysis of budgets, audited and management accounts, preferably with experience of the public sector and charities/voluntary organisations.
3. Experience of monitoring and evaluating projects.
4. Experience of risk analysis and internal control mechanisms.
5. Experience of cashflow preparation and analysis.
Extensive financial knowledge of funding mechanisms operated by ACW.

Fluency in Welsh (both written and spoken) is desirable but not essential for this post.

Terms and Conditions

1. Salary Scale

Salary scale for the post is Grade D

Incremental Payscale: £20,752; £22,842: £24,932; £27,022; £29,112

The Arts Council of Wales operates an incremental pay system.

2. Hours of work

37 hours per week.

3. Holidays

25 days plus 10.5 days public holidays, rising to 30 days after five years' service.

4. Pension

Council staff are eligible to join a staff final salary pension scheme.

5. Probation

The post is offered subject to a satisfactory probationary review at six months.

6. Termination

Four weeks during probationary period; thirteen weeks thereafter.

7. Office Location

The post is based in Cardiff.
