More powers for the National Assembly in relation to the arts, sports and recreation in Wales?

A press release from the Arts Council of Wales dated 14 July 2009:

Do you think the National Assembly for Wales should have the powers to allow it to place a duty on local councils to improve, promote and increase access to the arts, culture and sport for people in Wales?

Well the Assembly's Legislation Committee No. 4 is currently scrutinising the National Assembly for Wales Legislative Competence Culture and Other Fields Order.

The committee now wants to hear from all interested parties as well as members of the public to feed into the scrutiny process.

The proposed Order was laid by the Welsh Government and would allow the National Assembly for Wales to place, by means of a Measure, a cultural duty on local authorities in relation to the arts, culture and sport.

In its explanatory note on the proposed Order the government says: "The Welsh Government's aim is to widen participation to the full range of arts, culture, sport and recreational services and activities.

"Low income, background or where people live should not be a barrier to access and participation to high quality cultural experiences."
