The European Union calls on Member States to develop national strategies against the infringement of intellectual property rights in internal markets.

The Council of EU Ministers adopted a resolution that also called on the European Commission to continue to analyze existing national administrative mechanisms in this regard.

The Council of European Union ministers meeting in Brussels in the section on Competitiveness, unanimously adopted a resolution regarding intellectual property rights in the market.

This agreement is of great importance because the governments of the 27 Member States emphasize the damage that infringement of IP rights in the digital environment is causing a legal business models in Europe devote their efforts to disseminate diverse cultural content and quality.

Furthermore, advances on the lines suggested by the European Commission in its Communication of 2009 on intellectual property rights in the market, and underlines the importance of keeping the issue at the forefront of Europe's agenda.

The Resolution invites the Commission to continue to analyze the administrative mechanisms in place, calls upon Member States to develop national strategies against this infringement of intellectual property rights, and notes the importance of public awareness about the consequences for society and the economy, particularly the risk that piracy poses to security and competitiveness, creation, innovation and employment in Europe.

The Spanish Presidency thanked the delegations of Member States to work, and has expressed that the protection of these rights is a crucial element of the Lisbon Strategy and the forthcoming 2020. The European Commission, through the Commissioner for Internal Market and Services, Michel Barnier, has stressed the usefulness of the resolution adopted, and in 2011 expects to submit proposals to update the Community framework for copyright, including protecting them over the Internet .
