The creation of the Ministry of Culture and the election of university authorities through universal and private vote were approved

The Education Commission of Peru’s Congress approved the bills that establish the universal and private vote to elect university authorities and the creation of the Ministry of Culture.

According to Werner Cabrera, leader of the working group, the first bill intends to take to an end “universities’ chaos, anarchy and disorder”.

This ruling, approved unanimously, modifies University Law so that each student and professor acquires the right to vote directly, privately and universally to elect his or her authorities, always abiding by the “tercio universitario”.

Cabrera added that the bill aims at democratizing the election of the main Peruvian universities’ authorities, expecting this will enable a transparent and efficient administration.

This regulation sets out the University Assembly’s composition, the University Council’s powers, the requirements needed to be elected vice-chancellor, the university election committee powers, students’ rights, among others.

THE CREATION OF THE MINISTRY OF CULTURE IS SET OUT
On the other hand, the commission approved the bill whereby the creation, structure and functions of the Ministry of Culture are set out, on the basis of the Instituto Nacional de Cultura.

The text establishes as working areas of the Ministry of Culture: cultural heritage, tangible and intangible; contemporary cultural creativity and live arts; cultural administration, and the Nation’s ethnic and cultural plurality.

Congressmen of the opposition like Yonhy Lescano, Luis Galarreta and Juan Perry were against the project because they believe it will only create bureaucracy and because they consider the creation of a Ministry of Science and Technology of greater importance.

The Head of the Comission, Werner Cabrera, will work jointly with the President of the Congress, Luis Alva Castro, to make sure both projects are debated this week in plenary sessions; if this is not the case, they will be handed to the Permanent Commission.
