Arts Council England set to assess visas applications from foreign artists entering the UK

A new scheme will see the Arts Council assessing applications from artists applying  for a visa to enter this country on the basis of their exceptional talent.

Following its established work with the UK Border Agency (UKBA) via the Arts and Entertainment Taskforce which considers issues around artists’ entry into the UK, the Arts Council is set to become as a Designated Competent Body working with the UKBA to implement the Tier 1 (Exceptional Talent) category of the points-based visa system.

The scheme will allow an individual to apply for entry to the UK if they are internationally recognised as world leaders in the arts or sciences. The Arts Council will determine whether applicants from the arts and entertainment sector qualify as ‘exceptionally talented’.

The criteria for Tier 1 Visas, enhances the opportunities for artists to enter the UK in addition to the Tiers 2 and 5 which are currently in operation by UKBA.  A Tier 5 entertainer concession allows entry for up to six months whilst Tier 2 permits a longer stay in the UK, and includes entry for shortage occupations including ballet dancers and orchestral musicians. Our remit will only allow us to make recommendations under Tier 1. UKBA will remain the decision making body for the allocation of all visas, including Tier 1.
