The Minister of Education, Culture and Sports, José Ignacio Wert, presented in his first appearance before the Senate's Committee on Culture, the guiding principles of the Communication and Cultural Cooperation Strategy that will develop in his Ministry in collaboration with other government administrations.

The objective of this initiative, as announced by the Minister, "is to strengthen systems and streamline operations withinthe complex network of cultural expertise, while respecting the autonomy of each of the players"

The principles governing the Strategy are the:

- Recognition of plurality and cultural diversity.
- Voluntary participation, open to all the regions, from design to implementation.
- Transparency and institutional loyalty, developed from reflection and dialogue between all those involved in it and being discussed in advance with the autonomous communities.
- Use of new communication technologies and information, to be basic tools to put culture at the service of citizens and enable public authorities to share common interests and projects.
- Efficiency of management, promoting better use of public resources, avoiding duplication and working on projects of common interest that can be extended to a part or all of the regions.

The Minister of Culture expanded on some of the strategy initiatives though he stressed that "it will be completed with the contributions made by the regions, once budgets are approved this year."
