Points of Culture Program presented in the Congress

The Committee on Culture and Cultural Heritage of the Congress, invited officials from the Ministry of Culture to present Points of Culture, a program that seeks to recognize, fund, strengthen and articulate community-based cultural organizations.

The Director General of Cultural Industries and the Arts of the Ministry of Culture, Félix Lossio Chávez led the delegation that attended the Commission. He was accompanied by the Director of Arts and Access to Culture, Mariela Noriega Alegría, and the Coordinator of Projects and Cultural Management, Paloma Carpio Valdeavellano. .
 
Lossio highlighted the contribution of the Points of Culture in human and community development, as they promote initiatives that contribute to building a more inclusive society through various artistic fields such as theatre, photography, circus, film, music , dance or literature.
 
"This program generates comprehensive development projects for citizens, especially for children and youth. Culture Points develop action through art and culture that directly affect the improvement of health, education and public safety, he said.
He said that currently there are 67 community organizations in nine regions of the country known as Points of Culture by the ministry, as well as 300 in registration process through the portal www.puntosdecultura.pe.
 
Among the distinguished organizations as Culture Points are Puckllay Cultural Association, the Chaski Group, the photographic project Verte Mirarte, Selvámonos, Amateur Artists Association, Comediantes Itinerantes, Vichama Teatro Arena and Esteras (National Culture Award 2012), among others.
 
He also mentioned the delivery of ten thousand soles for each of the twelve cultural organizations that were winners of the contest "Points of Culture 2013-I", which received 44 proposals of the 67 recognized organizations. The ten thousand soles are meant for the implementation of the proposals on inclusion and citizenship through art and culture.
Towards a Law of Community-based Living Culture

In another part of the exhibition, the director of Arts and Access to Culture, Mariela Noriega Alegría, introduced the next steps to advance the Culture Points program.
 
Among these is the development of draft Law of Community-based Living Culture that allows decentralization and expansion of the Culture Points program budget. This proposal will be submitted by the Ministry of Culture in the next four months.
 
"We are creating a task force to push this project both with the civil servants of the Ministry of Culture and with representatives of organizations, in order to have a proposal that defines the program at both the national and regional level," said Noriega.
She also emphasized the importance of recognizing the strength of the Points of Culture as part of a Latin American process of Puente Platform for the Living Community-based culture.
 
This platform will be a major milestone next May during the 1st Latin American Congress of Community Living Culture, which will run from 17 to 22 May in La Paz, Bolivia, and which includes a delegation of Peru.
