The National Secretariat of Culture (CNS) organised on 18 December a day of debate on the National Culture Plan which was aimed at CEOs and directors of departments of the SNC. The meeting was attended by Mabel Causarano, Minister of Culture, Ticio Escobar, Advisor to the National Secretariat of Culture (CNS) and Mercedes Lerea, Director of Planning at CNS.

The Minister of Culture, Mabel Causarano said in her welcoming remarks to attendees. "This is a socialization of what we have so far achieved, we must prepare to change and open this new paradigm because we will all benefit and we can demonstrate that the public service can have high quality and contribute to improving the image of the governance.”
In addition, the advisor of the National Secretariat of Culture, Ticio Escobar, stressed the importance of the moment: "The National Culture Plan allows the dream you always have and that is rarely achieved. We have achieved something historical since its formulation that is to start thinking where we are, where we want to go, what are the steps we must take and how we control those steps, "said the Escobar, who has accompanied the process of preparing the plan since its inception.

Then the director of Planning at CNS, Mercedes Lerea, made a presentation on the National Culture Plan to the CEOs and directors of departments of the Secretariat. This presentation was accompanied by the General Director of Administration and Finance, Berta Mendoza, who covered the structure of the plan and its development process by gathering input through regional working groups and other actors as well as lines of action and expected results. The meeting continued with a space for dialogue and workshops around the presented document.
"Culture is a key factor for social inclusion, while cultural decentralization is the tool to promote it. The National Culture Plan is developed through dialogue installed in workshops with the participation of governments, municipalities, experts and organized civil society ", Minister of Culture Mabel Causarano said. It points to a development based on cultural diversity, inclusive, participatory and decentralized development, among other factors. The document will soon be shared with the central Government.
