The Minister of Culture, Nadia Labidi, reported Monday here its dual resolution for 2015 to involve more social players in the organization of cultural events in Algeria, and to encourage the integration of its sector in the national economic development.
The minister shows and sensitive to remarks made regularly by actors of the cultural scene, which pointed to the lack of preparation in the organization of festivals in Algeria while others emphasized the need for quantitative assessments after each of these events.
Ms. Labidi said, in this regard, that a "reflection on all festivals" will be conducted in 2015 by his department to "take stock" of these events and to study their "impact" on the public .
To a question on the share allocated to associations in the budget of his department in 2015, estimated at 0.23% of the budget allocated to the ministry in recent years, the Minister gave no indications encrypted.
However, it expressed its willingness to "develop support for associations" to "encouraging professionals" to organize into associations or by "facilitating" the "compliance with the law" of existing associations in collaboration with the Ministry of the Interior.
Invited also to deliver its vision on partnership with private players in the sector of Culture, the Minister recalled the actions started in order to "develop cultural and creative industries", including through the framework of public aid for the benefit of entrepreneurs in the cultural sector.
The Minister has reiterated the possibility for graduates and holders of jobseekers cultural projects to benefit from loans through the National Agency to support youth employment (Ansej) and the National Unemployment Insurance Fund ( CNAC) for the creation of cultural micro enterprise.
For the Minister, this device, framed by agreement with the Ministry of Labour, Employment and Social Security, will create a "synergy" and "complementarity" between private companies (created by the beneficiaries of loans) direct state subsidies in the sector of Culture.
More generally, continues the Minister, the involvement of cultural professionals spend in 2015 by the organization of "sectoral meetings" with them, instead of national Culture Assisi, originally announced for the end of the year course.
This change in the "form" of meetings with professionals was decided to ensure "operational" look and "practice" these meetings, she said.
Preliminary meetings aimed at "direct dialogue" between cultural professionals and their supervision by asking the "urgent issues" for the sector were organized during the summer 2014.
It concerned the areas of visual arts, books, film, performing arts, music and cultural heritage. The minister said that "platforms" in each area
were developed by the Ministry of Culture from the "proposals" of professionals and axes of the presidential program (promotion of heritage, support for the cultural industry, access to culture and training), Ms. Labidi said.
For professionals and to serve as a working basis for future meetings, these documents will be published on the website of the Ministry of Culture "in the first quarter 2015," Ms. Labidi said.
In addition to these efforts to involve more social players for the coming year, the Minister also announced a revision of the Law on Protection of Cultural Heritage for the text to comply with the "ground realities" and "commitments International "of Algeria.
