Letter from the Mayor and Mayoress of the role of culture in local environments, 24 12 2014

National Council for Culture (2014-2019) monitor developments regarding the public budget and announced deep cuts in the most vulnerable areas of public interest at the national level and individual municipalities. We are concerned about the unilateral and arbitrary decision of the Municipality of Maribor forecast removing funding for all programs, projects and other commitments in the field of culture that are not prescribed by law, which could trigger an avalanche of similar stand-alone moves in other municipalities. Study Faculty of Economics, which was constructed in 2013 on the effects of the ECOC project Maribor 2012, noted that employment in the city of Maribor alarmingly low; municipality in recent years provides no structural change in the direction of greater employability, but now I would like to cuts invoiced to those areas in the Slovenian society, for which it is responsible and should itself take care of. After all analytical results and data, it turned out that culture and art are important for state or local coffers and above (compared to some other areas) relative cost-effectiveness niche market that could contribute to a more efficient development and promotion of the local community.

 

In order to ascertain the actual meaning and relationship to culture in local environments, the National Council for Culture decided that the honorable Mayor and Mayoress of Slovenian communities in which they operate public institutions in the field of culture and are important to national identity, ask a few key questions. Replies to collect them to deal with this problem at one of our upcoming meetings.

 

How to understand the culture? As a free field to stimulate creativity? As urbanization process? As a tourist attraction? As consumption?

How does your local community is responsible for designing and implementing a more strategic, professional, transparent and ambitious development culture at the local level? Participation of civil society in formulating cultural policy is so (especially in recent years) has become a standard at the state level, but they have so far embraced also been some (rare) local communities. How do you worry about the involvement of civil society in decision-making processes in shaping local cultural policies?

What are the economic effects of the cultural offer in your city (or you are in any municipality prepared an analysis of these effects)? Analyses prepared by the Ministry of Culture (2003), the Institute of Sculpture (2008), Srakar (2010) and SIPO (2011) have shown that the culture of positive economic effects, it would be in these times especially meaningful invest in culture. What proportion of the municipal budget dedicating your culture?
