National Council for Culture of the Republic of Slovenia (Nacionalni svet za kulturo),
22 September 2015, Slovenia

The National Council for Culture at the 2nd extraordinary session on 21 September 2015 considered the announcement of budget cuts in the Ministry of Culture. In this regard, Council members note the following:

1. Slovenian culture in the last twenty years, receive a systematic devaluation policy. National authorities shall avoid cultural policy decisions, which would regulate the system environment for production, distribution and protection of cultural assets, while constantly decreasing shares of the national budget for culture. In 1995, this amounted to 2.5% in 2014 and only 1.67%. After 2009 the government lowers the volume of appropriations for culture in 2009 amounted to 204 million this year to 157 million, for the year 2016 were announced additional reductions.

2. In the same period the laws, founding acts specified scope of activities of institutions providing public interest in the field of culture, remained stable or even increase. Slovenian cultural infrastructure that is financially the most favorable periods to contend with a series of problems of inadequate cultural model of systemic ambiguity and lack of material conditions to the unregulated situation of self-employed and non-governmental sector, so now sliding towards the inevitable collapse because the gap between commitments to be They are implemented, and inadequate material conditions of growing and can no longer be overcome through internal reserves.

3. Like many citizens of the Republic of Slovenia also members of the National Council for Culture we understand culture as one of the cornerstones of its existence and therefore most vigorously condemn the political practice of its systematic degradation.

Prime Minister Dr. Miro Cerar invited to stop hostile protikulturno policy that we are witnessing in particular from 2010 onwards, and is responsible for culture at the government level attention given to those belonging to the constitutive foundations of the state. A nation that is losing cultural sovereignty, inevitably losing the political sovereignty.

Minister of Finance, Dr. Dušan Mramor called upon to care for the culture-fence the kind of attention that was paid to care for the consolidation of the banking system. It is intolerable that the state would protect those who have benefited from financial machinations, at the cost of destroying our own culture.

Minister of Culture mag. Julijano Bizjak Mlakar called upon to protect the interests of the cultural department, if there will be budget cuts, but should immediately resign, and in this way demonstrate their responsibility for Slovenian culture.

The interested public are invited to join our call, as otherwise its implied co-responsible not only for decommissioning of Slovenian culture, but also for the loss of cultural and political sovereignty, without which independent Slovenia loses its fundamental meaning.
