In the Philippine Development Plan 2004-2010, one of the challenges mentioned was the need to find a widely acceptable set of cultural indicators that would systemize cultural development planning within the framework of national development planning and resource allocation.
In response to this challenge, the Plan/Policy Formulation and Programming Division (PPFPD) of the National Commission for Culture and the Arts (NCCA) led the formulation of the Philippine Cultural Statistics Framework (PCSF), based on the UNESCO 2009 Framework on Cultural Statistics, which proposes the measurement of culture “through the identification and measurement of the behaviors and practices resulting from the beliefs and values of a society or societal group.” (UNESCO, 2009)
