Minister Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture, this morning heard from Patrick Victor and Emmanuel D'Offay on their proposal for a new private sector foundation that will be called the "Patrick Victor Artistic Foundation" which is set to be launched on July 15. The foundation that has as its motto, "Cultural Emancipation for All," is the brainchild of Patrick Victor himself, assisted by Emmanuel D'Offay, among others.
