EW Group was commissioned by Arts Council England in March 2015 to carry out a data and evidence review and equality action planning process. The review and action-plan relates to equality and diversity within Goal 5 of Arts Council England’s 10-year strategic framework Great art and culture for everyone. This goal is that “Every child and young person has the opportunity to experience the richness of the arts, museums and libraries”. The review has involved desk research, a literature review, as well as data gathering and analysis including synthesis of quantitative data, Arts Council England programme monitoring data and research evidence. These were complemented with semi-structured phone interviews with 23 individuals involved in arts and culture with, for or by children and young people.
