The purpose of the evaluation is to inform Council's strategic directions in relation to the AMA policy. The evaluation will address the following stages, with particular emphasis on the policy's future direction:
- Policy development from 1998-2000
- Policy implementation from 2000-current
- Future strategic directions for the AMA policy from 2005
