With the issuance of Decree 1240 of 2013, municipal entities that have fiscal levy towards arts infrastructure now have more clarity on investing resources towards the cultural sector.

Decree 1240 of 12013, which enforces Law 1493 of 2011 (also known as the 'Public Entertainment Act') establishes the guidelines for the implementation of fiscal levy resources for arts infrastructure.  It will have a great impact on public and private cultural organizations and owners of public and/or private performing arts venues which have a permanent programs certified by the cultural organization of the municipality or district.

Municipalities of the country will be responsible for the construction, improvement and provision of infrastructure for public entertainment. The implementation of the fiscal levy resources will be handled by the secretaries of city and district culture.
