Report on the role of intercultural dialogue, cultural diversity and education

The report on the role of intercultural dialogue, cultural diversity and education in promoting EU fundamental values wants to build on the Education Ministers' common agreement made in March 2015. In the Paris Declaration of 17 March 2015 the Member States are asked to act to strengthen the role of intercultural dialogue in education and learning environments.

It is stated that "combined efforts are needed in order to prevent and tackle marginalisation, intolerance, racism and radicalisation, and also to preserve a framework of equal opportunities for all." Especially in the light of recent events and developments this has become a necessity. The role of identity and belonging can become a counterpoint to the development of resilient, strong and cohesive communities. This also affects societies and their values.

As elaborated in the report the EU fundamental values of human dignity, liberty, democracy, equality, the rule of law and respect for human rights are represented through intercultural dialogue, cultural diversity and education. In aiming towards pluralistic, non-discriminatory, tolerant and just societies, the education policies of the Member States have to be shaped in this way.

The report identifies opportunities and challenges and makes concrete recommendations for action at all governmental levels as well as at EU level. It emphasises the role of culture in the EU development, external actions and most importantly in peace-building, conflict resolution and crisis prevention.
