Ministry of Culture restarts state aid scheme to support film industry

The Romanian Government adopted today, in a government meeting, the Emergency Ordinance on the establishment of the Film and Cultural Investment Office, as well as for the establishment of some institutional measures related to the management of the state aid scheme for the support of film culture and film production in Romania.

The scheme is an instrument for attracting investment in the production of audiovisual works and concerns:

  • Establishment of the Film and Cultural Investment Office, an institution subordinated to the Ministry of Culture.
  • The transfer of the State aid scheme for the support of the film industry established by H.G. no. 421/2018 from the administration of the Ministry of Entrepreneurship and Tourism to the administration of the Film and Cultural Investment Office.
  • Extension of the period of application of the current legislation of the state aid scheme until 31 December 2024.


"It was absolutely necessary to come to the support of the film industry and to fulfil our promise to restart the engines of a cultural sector that is essential for Romania. I think it is a vital step we have taken today, in a context where several countries in the region have functional and attractive schemes for producers. The state aid scheme has been unfairly in an administrative deadlock since February 2021, and its restart and extension will put our country back on the map of international production destinations, giving Romanian professionals the chance to return home", said Minister of Culture Lucian Romașcanu.
