A progressive film policy

Film Offer should be wide and varied and high quality. The audience should be able to enjoy movies, regardless of where they live and what platforms they use. With strengthened universal design, we will also ensure that the contents are accessible to all, said Culture Minister Thorhild Widvey Friday when she presented the government's film message.

Of course it is a goal that all films reaches the widest audience possible. Simultaneously we have room for artistic ambitious film. The goal of a professional film industry with a healthy economy is crucial for the overall achievement of goals, and this is where the challenges and development needs are greatest. We need a robust and sustainable film industry that is able to exploit the opportunities in the digital development, said Culture Minister Widvey.

With these objectives, we facilitate the development of the film and movie industry through the following main elements:

A future-oriented subsidy system

The Government will make grants system more progressive so that it meets the changes and industry challenges. It all adds up to a much simpler and more flexible regulatory framework that is platform neutral, genre-neutral and with fewer rules. There should be less micromanagement and more flexibility. Norwegian Film Institute (NFI) is greater authority to an active and dynamic adaptation of the schemes. This should be done in dialogue with market participants.

- We establish quick sluice scheme established production companies. This will reduce unnecessary bureaucracy and contribute to the consolidation of the industry. We will have increased awareness of the film's earnings potential on all platforms, but there should be room for both artistically ambitious film and more market-oriented movie.

Film Culture should be accessible to all. We will expand the text requirements for all formats, not just film. We also suggest more audio description, initially for theatrical films, said Widvey. 

Incentive Scheme

Norway should be an attractive recording country for foreign productions. Several major film productions have been posted abroad as a result of high costs and lack of incentive compensation. International cooperation projects will strengthen the professionalism of the Norwegian film industry.

The government is working on introducing an incentive scheme from 2016. This will be a refund based articulated arrangement.

Subsidies from an incentive scheme will not be combined with production subsidies from NFI, but can be combined with grants from regional funds. The scheme will be a significant strengthening of the regions by facilitating increased production activity in the regions, and stimulate increased demand and goods from other regional industries.

It is proposed to establish an NFI-branch in Bergen which is tasked with managing the incentive scheme.

Strong regional film environments

Government wants strong regional film environments with greater diversity in expression and audiences. This is important for both the diversity and power dissipation.

The pilot scheme for film funds from 2008 replaced with a permanent subsidy with state subsidies to 2-3 Consolidated Film Fund. This will ensure strong regional funds, and provide sufficient critical mass in the regional film industries. Consolidation is necessary to create regional power centers that can pose a real counterweight to the film community in the central Eastern region.

A national government policy for film dissemination

The government will introduce a comprehensive, national film disclosure policy that has been wanted by the industry. We believe that film dissemination should be an important part of Norwegian film policy. Field should more strongly prioritized through clearer goals and means.

The fee for Cinema and Film Fund will be transferred to the state budget and in its entirety for a new grant scheme for Film Cultural Initiatives. NFI will manage the scheme.

Grants for dissemination measures as film festivals, cinémathèques, dubbing and film presentation for children and adolescents (film in the Cultural Rucksack) will be continued. It created a new grants committee which will be responsible for allocating funds for both film festivals and cinematheques. NFI will be the secretariat for the committee.

An effective film management

NFIs mission streamlined and sharpened. They have more freedom and responsibility in the management of film politics and film subsidies. Efforts to improve efficiency and e-government will be intensified.

NFI role as implementer of the national film policy streamlined and certain tasks will be discontinued or moved to other businesses.
