ACORNS 423: Culture’s transformative power at a time of accelerated change

In an increasingly complex and turbulent world, artists and cultural professionals bring much-needed vitality to support innovations that will, in turn, bring inspiration and reflection, as well as accelerate socio-economic development. This was amongst the key messages of the recently concluded World Government Summit 2022 in the United Arab Emirates, which annually draws leaders from around the world to analyse how technology and other key drivers will change the future of governments and their ability to respond to accelerated changes. Culture as an indispensable driver for the realisation of development – in particular, the ambitious universal 2030 Agenda for sustainable development – was also strongly reiterated at the Regional Consultation of Ministers of Culture for Latin America and the Caribbean this February. At this meeting, Dr. Natalio D. Wheatley, Minister for Education, Culture, Youth Affairs, Fisheries and Agriculture, British Virgin Islands called for debates about development at this time of global change to be broadened in order to better harness culture’s transformative power.

As the United Nations’ 2030 Agenda is firmly anchored in human rights, achieving the sustainable development goals needs to be done in a manner that protects the cultural rights of individuals, communities and groups of people. UN Special Rapporteur in the field of cultural rights, Ms. Alexandra Xanthaki is currently looking into this critical issue for her upcoming 2022 report to the General Assembly. Inputs from relevant cultural and human rights organisations are being invited for this report until 27 April 2022. 

On the value of culture’s transformative power, the Conference of Ministers of Culture organised by the Council of Europe and the Italian Ministry of Culture was held earlier this month with a central motif on the role of creativity and cultural heritage for empowering civil society, encouraging public debate and providing an education platform for democratic citizenship. At the heart of their concern is the crisis in Ukraine. The Ukrainian Minister of Culture and Information Policy Oleksandr Tkachenko highlighted not only the negative impact and damage incurred to Ukraine’s cultural heritage and culture, but also how they are facing this with resilience and using their creative forces.

These recent discussions on culture in various international fora reiterate the message of the UNESCO Global Report, Re|Shaping Policies for Creativity: that in these times of accelerated change, we urgently need the vitality of a cultural sector which nurtures both sustainable development and innovation. For this vitality to thrive, we must advance artistic freedom as a fundamental pillar of cultural policy. On 3 May, we will be releasing our Discussion Paper for the 9th World Summit on Arts and Culture which reflects on this concern. En un mundo cada vez más complejo y turbulento, las y los artistas y profesionales de la cultura aportan una vitalidad necesaria para apoyar las innovaciones que, a su turno, aportarán la inspiración y el cambio necesarios para acelerar el desarrollo socioeconómico. Este fue uno de los principales mensajes de la reciente Cumbre Mundial de los Gobiernos 2022 en los Emiratos Árabes Unidos, que reúne cada año a dirigentes de todo el mundo para analizar el papel de la tecnología y de otros motores de cambio en el futuro de los gobiernos y de su capacidad de respuesta ante cambios cada vez más rápidos. El papel de la cultura como un motor indispensable para hacer realidad el desarrollo y, especialmente, para el cumplimiento de la ambiciosa Agenda 2030 para el Desarrollo Sostenible también se destacó en la Reunión de ministros de Cultura de Latinoamérica y el Caribe el pasado mes de febrero. En esta reunión, Natalio D. Wheatley, ministro de Educación, Cultura, Juventud, Pesca y Agricultura de las Islas Vírgenes Británicas, propuso debatir enfoques más amplios sobre el desarrollo en esta época de cambio global para canalizar mejor el poder transformador de la cultura.

La Agenda 2030 de las Naciones Unidas tiene una firme base en los derechos humanos y propone que los objetivos de desarrollo sostenible se alcancen de manera que protejan los derechos culturales de las personas, las comunidades y los grupos de personas. La Relatora Especial de la ONU en el ámbito de los derechos culturales, Alexandra Xanthaki, está analizando este tema fundamental en su próximo informe de 2022 para la Asamblea General. Las organizaciones de derechos humanos y culturales pueden realizar aportaciones al informe hasta el 27 de abril de 2022.

En relación al poder transformador de la cultura, la Conferencia de ministros y ministras de Cultura organizada por el Consejo de Europa y el Ministerio de Cultura italiano se celebró este mes, con la creatividad y el patrimonio cultural como elementos centrales para empoderar a la sociedad civil, fomentar el debate público y forjar una plataforma educativa para la ciudadanía democrática. La preocupación por la crisis en Ucrania fue otro tema principal de la reunión, y el ministro ucraniano de Cultura e Información, Oleksandr Tkachenko, destacó los daños al patrimonio y la cultura ucraniana y cómo los ucranianos están usando sus fuerzas creativas para afrontar la crisis con resiliencia. 

Todos estos recientes diálogos sobre la cultura en distintos foros internacionales reiteran el mensaje del Informe mundial de la UNESCO Re|pensar las políticas para la creatividad: en esta época de cambio acelerado, necesitamos urgentemente la vitalidad del sector cultural para nutrir el desarrollo sostenible y la innovación. Para que pueda darse esta vitalidad, necesitamos promover la libertad artística como un pilar fundamental de la política cultural.
